how unsafe is cellular core, i was only planning on using it up to 60 psi max, what if i covered it in aluminum sheet metal, i have some lying around

do not use it... it is extremely unsafe. Don't even try to find ways to MAKE it safe, because there are none.

Remove? If you have it cemented in place you can't simply "remove it". You need to rebuild.
