Pretty easy to make, if you have a bench grinder...it will be more fun 
what you will need:
1) nails (bullet head)
2) ciggaret butts (you can buy them in a bag of 200, for 2 bucks)
3) thread
4) pva glue to keep the thread tight and doesn't come undone
**use a stanley knife and cut the paper wraping off the butt first
to make the butt cone shape, just use your fingers and tare it up and spread it out
thats it, sharp strong and accurate

| nice, but whats holding the butts to the tops of the nails, and have you tested it to see if you lose any of the fluffy stuff during flight ? I personally like to use 2.5cm lengths of cotton wool and electrical tape them to the nail.please explain how you made it a little more

its like this ciggaret butts are more tougher that normal cotton so they dont lose there structure during flight and impact
whats holding it is threads wraped around 50 times or so (i know dont around there)
and pva glue AKA wood glue or you can use super glue

It shouldn't be a problem for our responsible teen spudders who have the blessing and support and transportation facilities and credit card access of a responsible parent or adult figure....right guys?? You do have their blessing and support.....don't you...?
I love finding materials use ideas like this and from of-the-wall suppliers..

Shoe Laces work instead of cigarette butts.
Just cut em to short lengths-Must be cylindrical type-
Knife or rough up the ends and put em on
