f you want to legally make fireworks, here are the steps you should
take.
The first step should be to go to the library and/or internet and make
copies of all of your state, county/city laws pertaining to fireworks
(manufacture, storage, display/use, possession, and transport). Read
these and understand them. Determine what it will take to be in
compliance with those laws first.
Federal compliance is usually the easiest. Get a copy of the BATF Orange
Book either from the Bureau of Alcohol, Tobacco, and Firearms in
Washington, from the BATF website
(http://www.atf.treas.gov/explarson/fedexplolaw/index.htm), or from
Skylighter.
But if you can't comply with the state and local laws, you can't get
legal Federally, because the Fed's won't license you unless you're
local/state compliant as well.
Finally, let me say, that if all this seems daunting, it is worth it.
There is often a way to manufacture legally in this country, if you will
only take the time to do it. And the costs/risks of not doing it can be
life-altering, to say the very least. So, if you can manufacture
legally, why not do it?
