I say busted.
I used 120 psi with a burst disk and I couldn't full penetrate a quarter with a extremely tiny nail using a sabot in a .40 cal barrel.

Nails are really soft, aren't they? I imagine needles are hardened being they don't need to be impact resistant. Maybe a needle works better because it doesn't dull itself on impact.

Depends what nails you use, I used a masonry nail in my test, more likely to shatter as opposed to bending which is what softer wood nails do.

I say confirmed or highly plausible. I did it with a medium power launcher with a smaller caliber barrel (.28") and crappy homemade darts. I think you must not be hitting it strait or your nails are too soft. I even almost did it with a normal sized nail, it didn't stick through the quarter, but it left a ~1/8" hole.
