Uhh. Water rockets tend not to work on their sides. The objective is to propel the water out of the bottom. This makes a significant amount of thrust. On its side, the pressure is wasted through air flow and not water flow. You would need the nozzle at the bottom. That or add more water, which would lower the thrust to weight ratio. You could also divert the flow from a vertical rocket to a horizontal nozzle.
