This whole question is dumb in the first place since you cant get a golden one-word answer. Generally speaking a combustion is safer. The force created by a combustion is usally less then that of pneumatic. Also pneumatics will store that pressure for up to 30 or even more seconds, while the pressure inside a combustion launcher only last for several milliseconds.

To give you a perspective on how this question is "dumb", let me propose another question. "I need to drive to work everyday which is 10 miles at 40MPH, what should I buy to make the travel, a geo metro, or a [insert some fast @ss car here]?" In truth both will get you there. As far as time saved the fast car maybe will shave a few seconds off your travel because of acceleration, but that doesnt matter.

Morale of the story being, both will be safe if constructed properly. Is there any reason for this topic to continue?

Well it really depends which of those cars have a higher safety rating. Statistics show that the most accidents occur in areas very close to home and work where you are familiar with the roads and do not feel the need to pay as much attention.

A safer car would be what you are looking for. You should look for the largest amount of stars next to the safety approval rating and buy that car. Even for the 10 miles, it will be much better for you and your family.

Generally, the gas mileage will be better on that one too.

I would say pneumatics are safer. I have only built a combustion but heard and read about pneumatics. Heres my experiences with combustions:
My cannon:
BBQ ignitor kept flying out and hitting me in the arm or head and getting a massive heat flash from the hole along wih unused propane. To fix this I got a $30 electric ignitor and used screws.

Friends Cannon:
Dual chamber so with his current ignitor setup took 2 people to fire it. Someone didn't tighten the clean out plug on my side (I didnt touch the plug) and when we fired it the plug hit the pallet infront and went over our heads then 30 feet behind us, no one came close to getting hurt but all of us couldn't hear for about 2min.

Also keep in mind skill is a major factor in any cannons safety so unless your pneumatic is built properly its more dangerous but I hope its built right then I would say combustions more dangerous.

If one believes my calculations, the highest pressure generatable by a combustion is 83 psi.
Now, one probably can't ever reach that, so 70 psi is a good geuss.

Add in a combustion pressure pulse, and it should be obvious which one is more likely to fail.

Examaining other saftey issues:

*when this failure would happen: the combustion gains some ground. Just make sure nobody is behind (or infront of) the launcher, to avoid damage.
On the contrary, a pneumatic has to be handled very carefully the entire time it's charged.

*Hearing damage is probably more of an issue with (most) combustions than with (most) pneumatics.
