In the U.S. the ATF published a decision that spudguns are not considered firearms or dangerous weapons so long as they are used for reacreational purposes and are not fired at people, they do not fire dangerous objects (ie flaming tennis balls). So long as you stick to that it's cool, of course, state and local ordinances may vary.

Aroudn where I am, if I ever got pulle over with one in my truck, chances are the cop would ask me where I was going and ask me if he could shoot it a few times.

Oh, and I don't know about other states, but in Oklahoma where I'm from, I've been told it's a felony to shoot fireworks out of them.

As long as you use the spudgun in a responsible manner and out in the country away from houses the cops don't have to much of a problem with them. As long as you Don't shoot them at people or animals which should never happen any way (The golden Rule of Spudgunning) there are no problems. Spudguns are not regulated as a firearm as long as they are just relocating spud's, or not get caught using anything else, that is what I was told from my local cop. Which he actually liked when I showed him pictures of my cannon.
