To answer you last question: No tests would not be compareable! Make your own ballistics gel you can get everythign you need in you local supermarket. I understand correctly that you will cast you ammo, please tell us how this went, maybe make a how to.

A website on how to make ballistics gel:

Y'know, I'm going to stack up three or so yellow pages and find out tomorrow.

How do you know your cannon was only using 18psi?

This is probably abit late, but i tried shooting coins with my crappy ball valve pneu.
2L chamber, 3/4in ball valve, 1/2in barrel, at ~40psi. Ball valve hand opened, un lubricated.c Projectile is a 3/8 bolt with head cut off, and the end ground down to a point.
I fist shot a nickle, the coin bowed ~45 degrees. A quarter resulted in bending of almost 90 degrees, and when i shot a penny, a whole quarter of the penny shot off. I took pics, but i need to wait till other comp is available to post them.
