I agree with boilingleadbath as small barrels present their own problem when it comes to getting the right fuel/air mix and ignition. The smallest useful chamber fan is around 40mm so that's out, yet it would really help if you had one.

I use the same sanding drum that Latke recommends. It does a pretty decent job if you go slow and don't let it take to big of a bite.

Read my instructions above, you are using to much either..... Start with a very small amount (1 second spray). More is not always better.....

Get the excess either out of the gun by airing it out first. You may have to use a rag if the chamber is already wet with either.

Inconsistent ignition can be caused by using the gun in cold weather. The propellant condenses on the inside wall of the combustion chamber. Also to much or to little fuel can cause the same thing.

Why not fuel the gun with propane and a meter pipe, that way you can get consistent results.

Sometimes cutting PVC will deform or burr the ends. I use a piece of fine sandpaper to chamfer the ID & OD (edge only) of the pipe. It makes assembly much easier if the pipe is squared using this method before assembly.

I use Latke's method using a Dremel and rotating a barrel that's jigged to a table. it seems to work pretty well. Course the best method is to use a lathe. http://www.burntlatke.com/riflepre.html

Correct me if I'm wrong here but isn't a lot of noise consistent with a lot of lost kinetic energy? If you get the CB ratio lower you should increase the projectile speed while at the same time eliminating the majority of the noise. And if you do that you can still build a look-alike silencer for ae...
