Metering propane is not going to blow your cannon up. Search for a thread on syringe metering. There's more than enough info on this site to suit your needs. I would also add a chamber fan to mix the fuel well. Most accelerants you would work with wouldn't produce enough power with a normal air mix ...

I say pilot it with a 3/4 inch qev... Seeing as the fittings used to connect the two sprinkler valves are the limiting factor, a 3/4'' QEV would actually be the most efficient choice all the way around. It's not as expensive and will pilot this particular valve as effectively as the sprinkler valve...
