Here is a complete set of plans for you:

http://www.spudfiles.com/forums/search.php?

But no seriously, it is very easy just look around a bit before posting these sort of questions. I would start with a ball valve pneumatic.

Just type it into the search box.

This is where the under-rated Spudwiki comes in.

After veiwing the COMBUSTION PAGE we know we need the following
-Fuel system
-Combustion chamber
-Ignition source
-Barrel

After veiwing the PNEUMATIC PAGE we know we need the following
-Compressed gas storage reservoir (chamber for short)
-Filling valve (bicycle Schrader valves, quick disconnects, etc.)
-Firing valve (ball valves, sprinkler valves, piston valves, quick-exhaust valves, and burst disks are the most common)
-Barrel
-Pressure gauge (for safety & repeatable launches)

First you will need to determine the desired method of propelling you projectile; Combustion or Pneumatic. As always exact dimensions arent critical, although general dimensions should be kept in mind. Although America is really big on telling you something does something, rather then WHY it does something, I will break the mold of common operation.

I will take you threw combustion because it is most likely your first and best choice considering you "newness" to the hobby.

As listed above we know we need the following
-Fuel system
-Combustion chamber
-Ignition source
-Barrel

Fuel system- Something to adminster combustible fuel within your "combustion chamber" which will then be ignited at your desire via the "ignition device".
How above item is acheived: Two most common methods of completly the above obective are: Combustible aersol spray adminstered in metered amounts via finger, and propane metering systems which I choose not to explain seeing it is out of the question at the current.

Combustion chamber- Something in which is sealed completly, stores fuel prior to ignition, and contains the force of detonation allowing that pressure to escape via barrel.
How above item is acheived: 3" and 4" PVC is generally used first for its volume/ price ratio and still can withstand the demands of any basic spudgun pressure.

Ignition source- Something in which ignites fuel adminsterd to combustion chamber.
How above item is acheived: BBQ sparker, and latern sparkers are generally used to combust the fuel.

Barrel- Contains projectile for a distance while force from combustion is allowed to act on projectile till full potential is reached, although barrels are more then often left short not allowing full potential force to be exerted.
How above item is acheived: Smaller diameter PVC such as 2" and 1.5"

Projectile- Although not listed, it is required. Such a item is able to slide within the barrel while sealing barrel to some degree.
How above item is acheived: Potatos and GB's are generally used. Potato for its abilty to be cut to a shape then maintain it, then GB's for there consistency, shape, and superb aero-dynamics.

In short Potato guns are as simple creating a pressure difference within a chamber. Since we know high pressure flows to lower pressure the only thing we know is standing in the way of the pressure equalizing is the projectile contained within the barrel. The combustion chamber is sealed in all vectors while everything is SUPPOSED to be fixed and the projectile is able to move once acted open.

Hopefully that makes sense, and the LONG above post has approved just how far I will go to aviod spoon feeding when not necessary.
