Water? There's no water in CO2 tanks. Or are you thinking of liquid CO2 leaking? If that's what you're talking about then it's not a problem as long as the tank is upright.

Oh! Ok, I gotcha. I'm pretty sure it would. It would deped on how much water was in the cannon, how you held it, etc.

If you use dry ice this way and your C:B ratio is reasonable, it should push out the water, but only if the gas is completely sublimed, and released all at once. The kick would be unbelievable, though, if you have a decent amount of water in there.
I think whoever said "stupid questions" just means that you should do research on the subject before you post about it. I don't think he meant any real offense. 8)

I'd suggest a trip to wikipedia. Read up on compressible flow, pressure, and fluidics. For the water bit, I'd research hydrostatics, and hydrodynamics as well.
