Technically, CO2 isn't inert. So, when CO2 is used, they call it GMAW. Gas Metal Arc Welding. But, it is still used as a shielding gas, so I'll give you partial credit.
It costed me about $15 to exchange my 20lb tank last year. So, it shouldn't be very much. And just use the 5lb bottle instead of filling smaller ones. A 5lb bottle isn't that big, and you lose about 4 ounces or so every time you fill a tank since it needs to be chilled to accept more gas. Plus, you have to buy a scale and the fill station, plus at least a single small tank. If you had like a big K tank, then I could understand filling small tanks, but not when you have a 5 pounder. Hell, I thought about strapping an old 5lb tank to my back before for paintball.

Untill I have a remote for my paintball gun I have a 3lb Co2 tank that sits on my gun. With two of these 3lb tanks they are a bit lighter than a 5lb, have the push pin valve ready for paintball, and cost about $30.00 each.

im using my 5lb tank for a vortex airsoft gun, thats why i was asking about them. im not going to use it to fill tanks, im thinking about buying one of those big tanks too fill it (idk what size i always see them at paintball places) why do you have to weigh the tank, isn't it just going to equalize the pressure between the tanks? how much would it cast to get a hole setup for one of those big tanks so i could fill my smaller 5lb tank? doesnt need to be exact, im just looking for a range here.

why do you have to weigh the tank, isn't it just going to equalize the pressure between the tanks?
That concept is a derivative of the ideal gas law. Unfortunately, CO2 stored in bulk tanks is in it's liquid state.

The bulk tanks are at the same pressure. When filling Co2 tanks, they are filled by the weight of the liquid Co2 inside the tanks. The bigger the tanks the more liquid Co2 inside. You need to weigh the tank empty and slightly underfill the tanks with the liquid Co2. It is possible to over fill tanks and if they get warm, you could have a big problem.

You've got me there. My welding knowledge extends to the point of using an arc welder, and that is all. Thanks for the correction
