Actually, the stuff I've seen that looks like "flower water" is hard as a rock. It's a "water substitute" for fake flowers. Looks like water, but doesn't mean the flowers are set rock solid, so it can look quite convincing - unless you poke it, in which case you find it's a kind of gel.
