What size should my meter be and how much volume should be in it? I have a chamber volume of 2675 ml. and a regulator. I'm going with 3/8 pipe size because when i used 1/2 inch it was too big. I was thinking about having the meter volume be around 40 ml., would that be right?

Is this the second or third time you have posted a topic asking a very similar question? A 40 ml meter would be ~1.5% of your chamber volume so yes, that is a good meter size. 40ml is around 2.44ci, so you would need around 22" of 3/8" pipe, assuming that it is .375" ID (which it isn't). You'll need to do a fluid volume measurement of the meter after you make it, and base your calculations on that number.
