I have something quite a bit like that dart round that JSR suggested. The only differences are that it has 2 part discarding sabots in 3 places along it's length, it substitutes a long hollow tail for fins, it's made for 4" bore, filled with concrete and a rebar core, and weighs 8 pounds
You can substitute a low density or hollow tail for the fins if they're a bit too much work to put together. I'm putting together quite an arsenal for when spring comes, and making tails for flechettes is a real b*tch. You may actually be better off just making a 3 piece (two sides, and a back piece) discarding sabot for throwing darts. They fly quite well. If you want to make it interesting, you could use a cannister round filled with a few of them, like this:
