I think there is a estimated ratio for both ROF and velocity
Quite frankly, its complete bull.
I guess trial and error would be best if you were to create a launcher with your own specific needs

well i got all the parts today from TSC... going to be a 1.5 inch chamber with a brake line barrel (don't know the lengths). another few questions. does it matter where you put the blow gun into the chamber? does it matter where you put the barrel on the end of the chamber?

Preferably, the barrel should be located in the center of the chamber.
Doesn't matter where the blow gun is. I've seen some in the back, and some in the very front. Depends what kind of style you desire

if you put it towards the top you can fit more bbs in and it still works great
