what type of lathe should you get to cut pvc?

It depends on what kind of cutting you have in mind. If you want to any valve machining you'll have to get a metal cutting lathe for accuracy.

pretty much any metal lathe will do the job, i've got a big old shepard lathe from 1912 and it still runs fine, if you're planning to get one of those mini import lathes, i urge you to take a look on ebay for some used bench type south bend lathes, they can usually be had for about the same price used, but they're made in america and they'll hold up to a hell of alot, plus, parts are very plentiful.
