I was wondering if a normal machine shop could thread the inside of a reducer bushing to accept a cleanout plug?

you would have to be very very very skilled, but yes you could. how do you think they do it for plumming parts?

I think you would first have to solvent weld a piece of SCH 40 or SCH 80 inside of the bushing before the threads were cut, to insure that they were deep enough.

Why would you want to thread a reducer bushing? Just buy one that's already threaded. http://www.mcmaster.com for "PVC reducer bushing".

it is pressure rated ABS that i am working with, and i cant find any threaded reducing bushing in 3" x 2", so that i can but a plug in it.

My only other option is to seal the chamber with a cap and hope that nothing goes wrong inside.

Why would anything go wrong with a cap?

EDIT: you probably could replace it by sawin near it takeing the fan out replacing it and fixing with a coupling.
