It's made specifically for the job, to prime the pipe(clean, soften etc) then to solvent weld the pipe(bond the pipe together by use of a solvent glue).
i just realised my primer and glue expired, its only been a year :? Still got more then half the jar left in it.

Yes, technically it is. Primer and cement both contain the same solvents (MEK. etc) The only real difference between the two is that primer is just solvent, and cement has solvent, and PVC resin.

Primer and glue have major differences;

1. Primer usually has the purple die in it.

2. Glue contains dissolved PVC but primer does not.

3. There are big difference in the proportions of the various solvents.

4. Primer is 70~80% Acetone but glue has only a trace.

5. In glue, the Acetone is replaced with methyl ethyl ketone (MEK) and tetrahydrofuran (THF) which are chemically similar to Acetone but have higher boiling points.

MSDS sheets:
Oatey Purple PVC Primer
Oatey Regular Clear PVC Solvent cement

This would be a good page for the spudwiki.
