I need to know where to get really tough rubber that will still seal on a barrel (aka soft and strong) for a secret project (makes freaky background noise).

Frank, McMaster has shipped international for a long time. The problem is they do not want to deal with regulations exporting to Canada, so they only allow Canadian orders from a select few long established customers.

Check around at your local dollar stores. Many things are made from various types of rubber.
Silicone cookware, drain plugs, tire patches, pencil erasers, craft cutting mats, some cutting boards, drain trays for dish racks, etc.
