That is Probably shear strength not pressure rating, the pressure rating entirely depends on the materials you are bonding and the thickness of the joint.

Epoxy and Plastic or Metal sheet ? Make a Hollow Rectangle the internal size of a CD with a fitting on the top and a spacer to stop the disc covering the exhaust.

I wouldn't use a router for shaping, I think its better suited for hiding components inside wood.
