My suggestion would be polyurethane foam. Take a piece of pipe, the size of your barrel, lubricate or powder it inside and then spray the foam into it. pro: very light and reusable cons: need some time to cure Hoooooooly crap. I don't know how the competition should be organized, but I do know that a very expensive cannon could really easily lose to a $30.00 cannon.
