Get rubber washers with an ID the same as the OD of the steel fitting you are worried about. (Garden hose washers ?)

Now stack and glue enough of them, to bring the bumper surface past the steel fitting.

Done.

If you have to grind any of the steel fitting away, on the inside, don't grind too much.

In pretty much it's simplest form, what you need is a way to 'trigger the trigger'. Attach something to the valve rod. Now, use the trigger you have, to pull back on that something. But have no connection between the two. So that, once your trigger pulls back on the valve far enough to start it open...
