I am making a coaxial, would metal epoxy putty work to attach the barrel to the end cap?

It has a 900psi tensile strength, has anyone used this stuff to glue spudgun parts, if so how did it perform?

Also does anyone have like 5 loose 223 bullets, these would shoot great out of my 6mm barrel

It might hold it but epoxy putty doesn't have great adhesive qualities, more for strength. Plus it wouldn't perfectly fill the gap because it's not a liquid. I personally haven't tried it, but why would you use that if two part liquid epoxy is the tried and trusted method? Not to mention it's slightly cheaper.
