PVC not going in all the way?

I used a ton of cement and primer and I held it for a minute. The fittings just didn't wont to go any further even though they didn't reach the socket.

Also Unison's bushings didn't go all the way in on his?

Compare the depth of the socket to the length of the slip, do they match?
