I too had the same thought until I realised he meant that an earthquake would appear to shift one plate higher in a normal fault. An earthquake will not change any planet's orbit. The mass may shift, but the center of gravity of the mass will be unaltered in it's orbit. Earthquakes do NOT alter orbits.
