how to best burst a burst disk?

I would go with option one, with a high flow air input and a disk that will burst immediately at the pressure you're using - play around with number of layers to get an optimum strength.
The thing with option 2 is that you still have to open the ball valve as quickly as possible, and this makes it therefore much harder to aim.

I have been thinking about making one of these too and i thought you could do something with magnets, maybe a magnet with a nail on the end in a tube, then glue the tube to the inside of the chamber. Then on the gun part you have a magnet connected to a trigger this magnet pushes the other one with the nail connected and the nail bursts the disk. I haven't tried this yet but maybe it will work.
At least some birdstrike testing cannons seem to have used burst disk mechanisms. The example I've read used a ceramic disk to seal the chamber and a needle rammed by a solenoid to burst it.
