Its a low volume, high pressure hand pump. Good ones will go to 400 psi with minimal effort, but theyre only really good for small volumes. For large volumes use a fridge compressor. There are lots of pics: here

Its just like a bicycle pump, it just has a long stroke compared to the tube diameter.

With air pumps you can have lots of volume and little pressure, or high pressure and little volume. Shock pumps are high pressure low volume.
