Are you sure it is "pop off valve" rather than a "relief valve"?
Read here; Look at relief valves and safety valves.

Relief valve;
http://www.cdivalve.com/products/relief/relief.htm

Safety valve (pop off);
http://www.cdivalve.com/products/noncode/noncode.htm

They may even look the same.

Compare the NC to the PR models.

Have you modified the piston or are you just using a standard one? some pictures would definitely help.

Pop-off piloted valves are extremely sensitive to pop-off pressure and flow from your trigger valve.

An adjustable pop-off is recommended, have you tried lowering the pop-off pressure?

I wouldn't recommend them iv tried a few different types and they don't pop off more of a hiss still works but under powers the QEV, iv also seen others that say the same about them.

The best route is to use the pop-off as a valve directly, as I had done with my various prototypes:

Modified pop-off valve

custom pop-off v1.0

custom pop-off v2.0

custom pop-off v3.0

Brian's snap valve is essentially the same thing.
