I bought a ABC fire extinguisher to use as an air tank and I was wondering how do you go about emptying and cleaning those things before getting them welded.

Discharge it into a garbage bag. Then what Matty said. Don't forget to paint the tank.

The chemical in many can be recycled. Take it to the local fire extinguisher service place. They would love the free chem. They may even have several obsolete unservicable tanks in the metal recycle bin. Ask for a trade.

Most ABC type dry chem have a combination of Bicarb of Soda, Potassium Carbonate (Purple K) or other custom blend to prevent caking of the powder.

Just a note, but PKP (Purple K) isn't exactly good for you. It's not toxic per se, but the particle size is EXTREMELY small and your body has a tough time expelling it from your lungs. So avoid breathing the stuff in.
