well, i am (possibly) going to build a bun with a large chamber (4" by 24", or 301ci) and i need a way to fill it to ~100 psi.
i dont have a compressor, and a bike pump would be un reasonable. i have considered a 12g co2 setup, but it would take ~3 per shot. a 20oz coz tank could be used, but i dont want to fork up the money for a reg. and a scuba tank is out of the question

Don't make it. The cheapest way would be to get either a small compressor or a CO2 reg, and seeing as you don't want to spend the cash, I'd advise just to not make it, unless you want huge tri's from a bike pump.

You could buy multiple cheap plastic 12v car-tire type compressors. I've seen them for $10. 3 of them could do it reasonably quickly, I think. They don't last that long though.... A few hundred fills max.
Try craigslist (or something similar where you live), or watch garage sales, etc... for a used compressor.
You could steal the compressor from an old refrigerator (if you can get to it without releasing the freon in the cooling system, which is horrible for the atmosphere and also very illegal). I've heard of people converting a small, single-cylinder two-stroke engine into a compressor.
The only other options I can think of would be dry ice (problems with using dry ice in pvc....) or steam (again.... not in pvc....).
