I think your support system will work just fine. I'd consider using a pipe saddle instead of the T connected to the ball valve, but your idea will be fine too.
If you're going to go to all the trouble of double-sleeving your whole chamber, don't leave gaps for the metal straps; those gaps will create weak points (compared to the rest of it). Instead, sleeve the whole thing, and then using a file (or dremel, or even sandpaper) create shallow grooves for the pipe clamps - it doesn't take much of a groove at all to keep them from moving around.
I like your idea for cutting slits in the handle T's for the metal straps to go through - I might emulate this myself, if you don't mind. Hell, I'll probably do it even if you do, but I'll be nice and ask anyway
Are you going to use metered propane? Where are you going to mount the tank?
My last comment, consider using 2" elbows from the chamber to the barrel, for less choked flow. Also would allow you do to a pass-through style barrel.
