It is technically illegal in a lot of countries (notably Britain and Holland). It doesn't seemed to really have put people off, although I think less people know about them because it does mean you can't use them as t-shirt launchers.
Whether or not the police would bother to enforce it if they did come across you using it in a safe manner and not breaking any other laws (ie firing on someone else's property or firing towards a populated area) is another matter. I think the fact that it isn't a particularly well known hobby is nice because it does give the police the oppurtunity to use their discretion.

It's something with a relative degree of unbanability. As said, there has to be pipes. Full stop. There has to be valves. Fuels..extremely hard to control. Considering you can get oxy-hydrogen from water and electricity.
They can criminalize it, but that's it.
By the way, on the topic of gunpowder I tested a homemade BP (willow) mix in Sch40, and with closed ends even the smallest practical charge produced undesirable results. And the power of homemade BP is roughly 50% of commercial powders, so don't try it, you WILL hurt yourself.
And yes, it was done in a blast chamber.
By the way, people have modified air force condor's to have more power in terms of ft/lbs than a .22lr.
