On the whole, yes, but as a system of government, no. (Some) people are smart, that is an obvious "flaw" in democracy, so you have things such as law and order, courts, judges, trials and a justice system. It wouldn't be hard to get the majority of people to vote in laws to stop the majority of people killing each other.And if 7 voted to kill the other 5, that is democracy.
