It's a little frankensteinish. The combustion half of it seems pretty good...and I agree the pneumatic half is not at all optimized.
His best bet would use that air tank as an fresh air system to quickly evac spent gases. The little evac fan/vent is really useless...the breech could serve this function perfectly well. A simple ball valve behind the main fan would be much more efficient. The forward left handle is kind of cool though, looks like it may be fairly balanced. Trigger position looks ergo.
It looks like he has good understanding of some advanced spudding concepts. While this unit has a definite Rube Goldberg quality to it, I would call its practicality dubious.
