When it is said "water pressure" it's meaning that the force on the water from whatever means (eg. while oil isn't very compressible, it can be put under substantial amounts of force from something like a hydraulic pump) is amounting to that amount of pressure.
If a pipe fails at 50 bar "water pressure" it will also fail at ~50 bar of air pressure. The difference is a pipe rated for water use is intended for well...water use. Due to the incompressible nature of water a failure tends to have low energy, even at high pressures. Much higher energy involved in a pressurized gas at the same pressure

What CAN'T be done is compress it.
Compression = deformation under pressure.
Although really, even that is BS. Water (and everything else) *CAN* be compressed. It's just very difficult to pressurize it in a meaningful way so it is treated as incompressable for normal applications.
