Whoa calm down, if you shoot someone then they certainly will ban them. Why not go for a more sneaky approach and let the air out of their car tyres.
If they could see how safe and fun a well built one could be, they wouldn't be so harsh. I say impose the penalties if they are used in a destructive or unsafe manner, if some idiot is launching them in town and ruining things, then haul 'em off to jail.

you might as well use a musket even a matchlock, cause you could do more harm by beating people with the spud gun, than shooting them

because some people have irational fears about spud guns, or anything cool
Just like some ppl think that minors have fragile little minds that can seriosly be harmed by playing m-rated video games, now everyone is required to show ID when they buy a game, even a 70 year old dude. the thing about banning things is that it cause ppl to esclate or ignore the law flat out. Can't buy a game cause im 16, f*ck that ill make a fake ID (which is very nice to have might i add). Ban spudguns, we'll make them anyway. Ban making fireworks and explosives, well make them anyway.
The only way to prevent ppl from using spudguns is to ban all the parts to make one (no more pvc, glue, pipe, valves, bbq lighters....) which ain't gonna happen.
