where does everyone get those animated forum icons, i looked on google but all it gives me aqre icons of cartoons, and animated movies, not the actual animation

Google for "gif animator freeware".

Basically, they are animated gifs. An animated gif is a gif file with several seperate regular gif images in it. Web browsers (and a few other apps) automatically cycle through the images.

Here's a crappy one I just did with "Microsoft Gif Animator"

yeah, there are a LOT of paint programs out there that support animated .gif images, icoFX is one that pops to the top of my head.

I generally use GIMP. The learning curve is a little steep if you've never used something like Photoshop or it before, but eventually you can do some pretty handy stuff.

Microsoft GIF Animator, like jimmy101 said, is a good option as well. I used that before I learned to use GIMP.

Usually, though, animated GIF's need to be extremely small to work as an avatar. Also, too many of them tend to get annoying. I'd stick with a static image, if I were you.
