There could be a million ways to launch the 1/4" the meager 20' though.
One time I was in a crowded cafeteria, and being into projectiles the way I've always been, I shot a green bean from a plastic spoon held stealthily below the table surface,
It went over 100 ft. and coincedently hit the b@ddest @ss dewd in the cafe...
IT was literally hillarious as he looked all around in shock like while trying to maintain his Alpha chimp personna!!! 8)

Let's see. Relatively short noise immediately prior to a big noise. Too short for a Trebuchet. A loud launch noise much like the slingshot and 200 ms travel time with a sudden impact noise much like the slingshot.
With a 1/4 inch steel projectile, I would think something along the lines of a blowgun, but too noisy. It's too fast for a large bore blowgun.
It is in the speeds attainable with a good pitching arm.
Possible catapult or thrown by hand. Most likely catapult due to the time of the launch pre event noise. It's shorter than a falling weigh Trebuchet.
