Buckshot Shells?
What do you guys think is the best way to make buckshot shells for a 15mm barrel and also do you think 4.5mm BBs could act as shot.

As CpTn_lAw says, simply "suggesting" that's their purpose is against the rules.
I seriously suggest you don't get into this kind of thing - it's likely to be inhumane in practice. SpudWiki page on the matter
I have enough experience with pest control to know that it can be a bit unreliable even when you're using the right tools, let alone something homemade (and on that note, I seriously suspect you'll be missing the choke you'll really need).

Uses aside, here's some advice on making a buckshot sabot
1) Take a mandrel that's a few millimetres smaller in diameter than your barrel, wrap some paper around it then tape until it fits snuggly in a section of barrel material.
2) Move the mandrel out a little and fold the edges over.
3) Place the barrel tube over a hard surface and hammer the mandrel down to compact the edge and make it stiff enough to resist firing.
Pour your BBs in and you're sorted.
Inanimate targets only

You can make a mold according to this, it requires a mill, or a drill press, but maybe you can ask for a favor some where, say its for split shot for fishing. Lead can be found for free form tire weights. Though the author recommends and alloy called lino. A good read about lead alloys.
I agree however, with the others, vermin control with spud guns will be inhumane, and should not be discussed. Recently explained events have showed us how important it is to stick by the rules.
EDIT: This is because i recomend one ball instead of a shell.

Anyway, to be used at any real range, buckshot really needs some kind of choke. I'm working on this kind of thing for 3vo, with various barrel chokes - but I'm willing to be beaten to the build of choked spudguns.
