Don't even bother with a "driver circuit".
What he is suggesting is that you make a circuit that pulses current into a car ignition coil for a rapid/continous spark. If you ever become competent in basic electronic knowledge, then you might consider it.
If you just want something simple, find a 'red push button' grill ignitor. You can jump two 3mm spark gaps reliably with it. No batteries or complicated circuits to worry about.
If you have a junkyard/landfill area around, check to see if anyone has thrown out a grill when you go past. You may even be able to get a grill ignitor for free.
Also, sureshot has 30kv ignitors for $21. I don't know if they have shipping restrictions, couldn't find anything suggesting so.
