Ever since I saw Season 5 of The Wire, it can be understandable how municipal governments don't have enough money or don't do certain things promised in their election campaign or do certain things that seem puzzling. If you haven't seen this season of The Wire, basically a candidate runs for mayor because he's sick of the people in charge and wants to try and fix the city (Baltimore), when he gets elected he finds that he is unable to fulfil most of his promises as he inherits a a huge debt in the schooling system and is required to spend every penny trying to fix it. As a consequence, it appears he is just as bad as his predecessor but that's only because of the bad financial situation. While it may have little bearing on real politics, I can see how one would go in to government wanting to change things up and then be forced to drop all their agendas because the previous governments f'd them over.
