Some have done it by hand.
Otherwise, you'll have to make a machine, and to my knolage, the history of cut rifling has known only two popular techniques.
(I'm no historian, though...)
Sine-bar machines
Twist-guide machines
(as a bit of trivia, most barrels today are made by hammering a hollow rod onto a tungsten-carbide mandrel - so called "hammer forged" barrels. Such machines cost hundreds of thousands of dollars, but can spit out something like 1 barrel/minute. [obviously, hammers arn't a good option for PVC - and vacume-forming of hot PVC would be a tad difficult)
Both will... well, I hesitate to say "require", but it'll be alot of fun if you don't have, at the least, a lathe.
It's probably a very good idea to have a mill, especialy if you want to go for a sine-bar machine.
Assuming you have - or have acces - to these tools, the twist-guide machine is probably the easiest machine to make; a simple twisted guide rod (although the machines for real-steel barrels typicaly used a machined guide - I'm assuming you don't have acces to a suitable CNC mill) will probably suffice. Lathe a plug to fit in the end of the pipe, mill a square hole in it, equip one end of your twisted rod with a cutting tool; done, one rifling machine... note that the rate of rifling is fixed, and if you messed up the twist-guide, you'll need to make a new one.
A sine-bar machine is a bit more complicated, expensive, and WAY more adjustable.
Want the rifling rate to <i>change</i> during the travel down the barrel?
Want it to go forwards, then backwards?
Want it to do 1 twist/4"?
If you have acces to a lathe and a mill, I may expound on this... but otherwise, it's not worth my effort.

Somewhere in spudfiles there is a thread called barrel rifling or simular title. It's about a mile long with all different idea's on how to do it. Use the search, i'm surprized Boilingleadbath didn't tell you about it.
