Yea it's a four stroke. Who told you you are getting 22-24 Hp? I'm thinking 8 max out of 175cc, and that much out of that it would have to be running around 7,000/8,000 rpm's, strickly because it's a two stroke. The reason the exhaust pipe is built like that is because it's part of the expansion chamber. Wait untill it gets a little pin hole in it,(they all do), you will notice a loss of power. my dirtbike, although a 76', produces in the 22-24 horsepower range because it had excellent compression and it is a 2-stroke. on top of that, I recently found out it has a performance exhaust pipe, installed in the late 70's-early 80's.

If you look at the size of the exhaust port you will see that it is bigger then the end of the pipe. Ask yourself how does it breath easier/better/more if the exit hole is that small compaired to the exhaust port coming from the engine? That big pipe is part of the workings on a 2 stroke engine. With out it, probly won't start, if it does start it won't run well at all, (no rev/accelaration). From time to time you will have to clean your pipe out, dump a cup of freash gas in it and swish it around and around and around to break up the oil deposits and flush them out. You will also at this time look at the engines exhaust port for a carbon build up. A build up here will score the piston.

oh, and I already got a pinhole, went out to napa, got some exaust epoxy, and now it runs good as new.
It make a noticeable differance, doesn't it.
edit:you did know that 2-strokes are more powerful than four strokes, right? a 200-250 2-stroke makes about the same power as a 450 4-stroke.
2 strokes have it at a long run because they make all there power at high rpm's -- 6,000 to 9,000, (this is a genral rule of thumb). 4 stroke make there power at lower rpm's good for short runs. Different strokes for different folks!
this is why 450's are participating in the 250 catergory in motocroaa, and 250's in the 125 class. 125's are 2-strokes in this case.
The AMA has simply combined thier classes, it's got more to do the versatility of bikes today then one makeing more power then the other. My cusin raced professenoly(sp) untill a few years ago, he's all ways complain about that same thing, joining the classes!
