Simple 2D Animation Software

Does anybody know of any simple to use (CHEAP) 2D animation software? My brother wants to make short 2D animations but I can't seem to find a cheap program that is easy to use. All it has to do is allow the simple movement of body's and objects and allow music to be added.
I can give you a link to Stickfigure animation that's 2D and easy to use.

pivot is also good, but more motion oriented
adobe/macromedia fireworks does motion tweens for gif animations, but u have to buy it ( or not... wink wink)

yea, make the gif still images, drag them in in order (highlight a lot and drag all at once works, but MAKE SURE YOU DRAG THE TOP ONE), set the delay/frame rate, and it will animate it

Wait, so drop in all but the one that would be the first frame? I tried a little 14 frame one and it didn't work...
Right after typing the first part of this post I removed the first frame and now it works. Yeah, that's an easy one salad.
